try this link. Its at least a starting point that may be able to offer you some other options. I know for a fact that the military can offer scuba certifications. Depending on the base of course. When I was in Okinawa, several of my friends where able to get certification through MWR. So this may not be a viable option to you unless you're in the military or have the same access as one who does. I hope this will be of some use.

Welcome to the area. I live in Adana and although not Scottish, I do miss the company of fellow westerners. I am American, and have been here for 5 months. 35 years old, I love to scuba and I take my dogs to the Adana horse park to let them run, there is a 2k track that I walk with them and let them go wild. I met with a guy last week who is also from the US and living here, although he is expecting a child any week now, so he may not get out to play. My wife is Turkish but spent the last 12 years in the US. Feel free to drop us a line anytime. We would love to get together for a bacon sanny but forget it, not possible, sucuk sanny is a close as your gonna get.
