I just received an e-mail from Syed:

"We need to have an official panel of Umpires under the federation.
We will give a short course and an exam, after that their names will be
on the official list. The umpires will get fee for their services!"

The only hassle is that under Turkish law the umpires have to be Turkish nationals.
